Actually the track is Overkill and the artist Circuit 
Breaker. It was indeed written by Richie Hawtin back
in '91 on his first Circuit Breaker ep called Overkill
on Probe records. Probe records was the label of
Richie Hawtin & John Aquaviva intended as the
outlet for harder techno & acid tracks and was a
sister label to +8.

Probe was the starting place for many legandary techno 
producers including:
