I am quite sure, that it is the footswitch for a Dynacord or Echolette 
Leslie (I remember them from the shop where I worked in the late 70ies, 
ealy eighties). Have a look at those:

The switches were original intended to switch mains power to the motors. 
They were often modified to work with 6,3mm jacks.
