In LogicAudio, you can lock events to their SMPTE position, then change
tempo at will.  You can also stretch sequences.  The bars/beats/ticks
won't be correct afterward, but it will sound the same.  I know that's not
exactly what you're after, but it is the best approximation that I know
about.  (Can you do that in Cubase?)

Apparently the MPC3000 (hardware sequencer/sampler) will allow 2 tempos.
