most of the timestretching of that era' (and in the present) was done with
good ole' samplers!  the Akai's were used quite a lot then.

there are a lot of software-based timestretching programs out there (which
vary a lot in
quality). timestretching is used all the time  in re-mixes or production
that requires a part(s) of a song  to extend a bit longer or to be
shortened.

 the efx you are aware of were actually accomplished by people "abusing"
the feature to get the desired effect.
