Those caps can go bad but in the ARP2600's keyboard circuit I would expect the pitch to droop downwards and not up if it were the capacitor. I have had to replace buffer op-amps in two different 3604P units because of excessive pitch instability on note release. Sadly in neither case was it the caps because that would have been so much easier. There's actually two hold caps on the 3604P. An extra big one is connected up when the portamento is switched on. Neither of the caps are in the potted block. That said excessive grime on the PCB surface can also cause slow pitch swoops and droops. Tony www.oakleysound.com
