I know nothing about this particular device but the resistance of a primary winding designed for 230 V should be about twice that of one designed for 115 V. By the way, why do you have three wires ? I would expect two wires for the primary. If there are three wires, it must be a centre-tap primary and there would be a voltage selector next to the inlet.
