I remember a thread a while ago semi-related to this (ie good background music amongst crappy programming). Someone brought up what I thought was a good explanation: people working at MTV and the commercial radio stations might actually be into underground/experimental/whatever music but are unable to get it into regular programming due to the powers that be (idiots running the station or TV channel, etc).
