(idm) software suggestions? / nocturnal emissions review

Anyone know of any cheap to free software or shareware that I could download
off the web to use to work with audio on my computer.  Whether it be sound
editors to pattern based sequencers to anything in between or out there, if
its free or cheap, id like to look at it. 

im wanting to create the ultimate lo fi lo budget studio at my fingertips :)
any suggestions appreciated!

Nocturnal Emissions: Omphalos
NE doing what they do best. layered textures loops and audio strangeness.
hypnotic and encompassing, highly recommended if you like layered deep ambient
sorta stuff. to me, this release stands out particularly in two ways compared
to their others. one- on many tracks emerging from the layered textures is an
almost symphonic quality. blissful!  two- (and heres the "idm content") there
are two tracks on an otherwise "beatless" album where what do you suppose pops
up but jungle!
yes on a noct. emissions release- jungle! surprised me, but i like it. being a
fan of their stuff for some time (avoid their early material though), i cant
help but recommend. buy and be mesmerized :)
