The track was in aid of Manchester's bid to be the host city for the 1996 summer Olympics (which Atlanta, of course, won). Not sure if it was commissioned or donated. And before anyone else mentions it, Ken Ishii did music for the opening and closing ceremonies of this year's winter games.
