I recently found this little program (PC) called Amen (beta 1.0). It splits
up a breakbeat and then replays the bits (offsets) with the aid of a small
sequencer that generates random sequences : then you can export the .wav
file that is created. Once you get used to it you can have alot of fun with
it (it is a beta and there's no help files etc. you just have to work it out
for yourself : and listen to the Amen break that comes with it going round
and round!!! No MIDI though :

If you want MIDI then there's Wavesurgeon which cuts up .wav files into
single sounds and then produces a MIDI template for them so that you can
import directly into your sampler etc. If you want the MIDI template
function though you have to buy it!! (I think its only about £20(?)).
