Any ISA sound card will. And there is a chance that your 486 might have a PCI
slot or 2 as well. So my reccomendation is the Sound Blaster AWE 64. ISA and
good.

I don't know of a free stand alone program, but this is one of the coolest
things I have found in a while.

it is an online text-to-speech converter, which you can then save as a wav.
