no. D is definitely a fellow named Darryl. Soul Static Sound is his label. 
He's already known for a remix of Ui's "Match My Foot" (among other 
indie-esque projects) released as a 7" on SSS.

the Tortoise/D connection amounts to MUCH more than just peripheral 
involvement. SSS released - and re-released - Tortoise's (best) single, "Why 
We Fight"/"Whitewater," and the first Designer 12" ("Vandal"/"Larson") by 
Casey Rice, himself a Tortoise associate/remixer ("Cobwebbed" on Rhythms, 
Resolutions and Clusters).
