The Operator on Djax is most definitely the versatile Frank de Groodt, who teams up with Arno Peeters (Spasms) as Urban Electro on Djax (2 releases). He also did a wonderful 2 X 12" on U-Trax (R.I.P.) as Sonar Bass.
