Currently, VCV MIDI control capabilities are very limited - or rather,
there are none, short of wiring (virtual) CV from (virtual) MIDI CC
panels. But that is supposed to change as VCV matures.

But even when the software will be fully hardware accessible, headless
probably won't get you far on VCV, due to its lack of ergonomic
consistency. It is very much a control by sight system, where every
module seems to have some unique way of dealing with some parameter, and
each knob has a different scaling. There already are hundreds of modules
coded to different standards by different authors, and the absence of
physical constraints means it is a much, much worse mess than any
vendor-mixed Eurorack.
