Well, I've been getting mine mailed straight from Noton, and I haven't had any problems at all with dirty/scratched discs. All of them have arrived in excellent condition. They also arrived unsealed (i.e. they weren't wrapped in plastic), which is pretty much the norm for import CDs, so perhaps the distributor who is sending them out to shops is getting crap on them before wrapping them.
