Absolutely. SD 2's scrub mode is great for this (though you do have the limitation of it being ram-based to contend with) but for shortish 'digital scratching' it's quite cool. It is supposed to emulate a TT slow-down and you can't vary the rate of slowdown / speed-up, or scratch or whatever.
