This sounds horribly reminiscent of the situation in the Netherlands 
when Felix Visser (Synton) tried to establish a major museum a decade or 
two ago.  He did a huge amount of work, had a wonderful collection of 
instruments and a great location.... but the local authorities 
eventually pulled the plug.
