Ice is a project that Justin Broadrick is involved in, but it (as well as God, TechnoAnimal, and The Bug) is the brainchild of Kevin Martin (the two of them also have a project called The Sidewinder). I worship Kevin Martin as a conceptualist and producer, but I have to say that "Bad Blood" is one of the worst albums I've ever heard. Not because its a hiphop crossover attempt, because half of my music collection is hiphop, but because it was done horribly. Its a completely boring and pointless cd that makes rap cooky and avant guarde enough for people who are intimidated by the hiphop culture but who cant deny their fascination with it. As far as I know "Under the Skin" and "Code: Quarrentine" (a remix ep) are both still available.
