Well as far as being on a tight budget I think the best thing to do would be
to get a sampler and an effects processor and then expand on that setup as
money allows.  Samplers are coming down in price and there are several older
ones that you can get many miles out of.  The older ones i'd recomend are
the EmaxII and Casio FZ series.  I'd then recomend getting a synth of some
sorts.  I've heard Autechre use a juno106 quite often.  But your best bet is
to talk to many people to find out what they did when they were starting and
do plenty of research and thinking about what you want to do,  and how you
plan on getting there.
