I don't know how good library services are in different countries, but at
least in Finland, in the Helsinki metropolitan area you can get all AFX,
Autechre, Future Sound of London, Sahko, etc. full-lengths from your local
library. In general, I've repeatedly been impressed by their collection of
IDMish and ambient material. If they don't have it in that specific
library, they'll get it for you in a reasonably short amount of time. And
the best thing about this is that it's absolutely free. 

Of course, this has nothing to do with the legal issue what the original
mail was about, since they pay _a lot_ (like ~$100 including all the
copyright costs) for each CD.
