The capacitors and resistors would not severe the current flow if they fail, as they shunt to ground - if any, they would have to short circuit (in which case they should show visible heat damage, plus some remaining voltage). The small regulator would not affect the positive side of the supply regardless of what happens to it, so it is down to the rectifier diodes or the mechanical connection. If you can't measure anything, anywhere, try to trace the voltages with another 9VAC (lab) PSU im place of the original wall wart - if there is a short circuit, the thermal protector in the wall wart might cut off before you can measure anything.
