Normally, you're not linked to the RA-file itself but just to a textfile (extnsion is always *.ram), which contains the location of the file, so the player knows where to connect. If you got a direct link to the RA-file (*.ra or *.rm) you can download them dircetly. If there's a *ram file, you can open it in a texteditor an try to dircetly connect to the location. But be warned - often these locations are not open for 'normal' access, but the RA-player knows how to handle this.
