At any rate, without any particular rallying point, venue wise, I don't think it's accurate to talk about "the Cologne scene". Releases seemed to be coming from various bunches of people, unconnected except by dint of being in the same city. I also found it both amusing and encouraging that for all the attention releases seem to get just by virtue of being from Cologne, the ones who definitely weren't buying the hype were the people living there and making the music.
