standard meter for jungle and techno and house is 4/4 -- each measure
contains 4 quarter notes.  13/4 is 13 quarter notes to a measure.  It means
that the rhythmic pulse of the track repeats every 13 beats. Which means
everyone dancing kind of stumbles every 2 or 3 seconds.
