You know I thought the same thing when I first got it. I was like, what the hell is this? I had the innerzone orchestra remixes of bug in the bass bin (which were fantastic) but the album did not sound like those. Programmed is a difficult album to listen to. There isn't any messed up dsp effects or odd programming; it is just difficult. So the other day I finally sat down with it and played it out on my home stereo (instead of in my car). And I found myself liking it. In the end, the album is an enigma. It is jazz, it is techno, it is something else. But now it works for me. A difficult album with normal sounds. Lastly, the album had a lot of hype.
