No I don't know of any device or code. I often thought about to try this 
out in at least the nord modular or perhaps in Max/MSP (but I would have 
to learn that first).

I once (ten or fifteenyears ago) talked with Dieter Döpfer about it. I 
wanted a vocoder with linear frequency distribution for non-vocal 
modulators, and he gave me the direction to ideas like Cepstrum and MFC. 
But he said he never followed that because his sales depend (or at least 
depended at that time) on quite conservative people who wanted mostly 
let their string machine say: 'Auuu-tooh-baaan'.

If you use the idea of a linear spectrum or log power spectrum, then you 
need much more bands to cover the frequency "regions" which define the 
vowels. And that would become expensive in analogue hardware.
