This is actually a film by Dziga Vertov, a crazy fuck of a Russian
filmaker who did some amazing films that really messed around with
visual perception and filmaking conventions. Jean Luc Godard was so
taken with him that he joined a film collective named after Vertov in
the seventies and did some really strange, political experimental stuff.
Anne Marie Melville was another member of the group, she directed the
first segment of Hail Mary and did some other really cool documentaries
and things with Godard. If you are really interested in Vertov there is
a book of his writings called Kino-Eye that's really fascinating reading
for film people.
