In Winamp version 1.9, you do the following:

1. Ctrl-P to set Preferences.
2. You should be looking at the Input tab of the Preferences dialog.
3. The Input Plugins list box should include "Nullsoft MP2/3 Decoder v. 09
(IN_MP3.DLL)" (if not, I don't know what to suggest).
4. Select that item in the list and click the Configure button (which
should have become enabled).
5. You should be looking at the General tab - switch to Output tab.
6. Change the Output Device list box selection to ".WAV file output
(silent)"
Note: When you make that selection, it should prompt you for a folder to
which to save the WAV that it's going to create - they don't seem to have
used the Win95 Common Dialog, so you won't be able to create the folder on
the fly - create it in Explorer before you start.
7. Switch to the Streaming tab and check the "Save Data to File" checkbox.
Click all the OK buttons you can find and close Winamp. If you restart it
by clicking on an MP3 (assuming the file association was created), it
should start the conversion to WAV right away.

Tips:
WAVs take up lots more room than MP3s - have lots of hard drive space
available.
There are all kinds of other choices in this part of the interface and some
of them may make a difference to how the results sound - I haven't ever
tried burning a CD with the output.
