Don't.
If you have to cut costs before you even buy one module you probably
shouldn't be buying a modular in the first place. Seriously, it's a
luxury item not something anyone *needs* (I'll debate that offlist if
anyone cares to) so you should decide what is right for you and then buy
it.
In the case of the Doepfer PS you also need a system buss board. I'd say
the rack case is quite optional for a number of reasons (You can make
your own that is much more efficient and will hold more modules than the
standard 6U case for a few bucks less) but the PS is less than $100 and
the buss board can connect up to 14 items of Doepfer, RS, modified
blacet, or Concussor so it's really quite the bargain.
A good ps will cost you $100 or so no matter how you slice it anyway
(the best "kit" I've seen is the MOTM PS which runs $129.00 and cables
are $7 each). So if you're buying a doepfer setup you're probably saving
money by buying the Doepfer PS.
