Yes, I have symptoms like this when I use 100V gear here in the US 
without a transformer. It works, but certain tunings/scalings can be 
slight off. Get a transformer and it will likely fix your problem.
And the Modcan envelopes, like all their modules, are great.
Not sure about your VCA stuff... do you mean swapping out jacks or 
selling the VCAs and getting some Modcan ones?
