It is one of the early guises of Romal Flugel and Jorn Wuttke who also record as Acid Jesus, Eight Miles High, Primitive Painter, Ro70, Sensorama, Alter Ego, and Roman IV amongst others. Warp 69 is definitely not on the Warp label.
