You know, if something that's supposed to go to 5.00 volts only gets to  
4.76, given the wide variations in
power sources throughout the world, maybe you're running the thing on the  
wrong voltage somehow? See
if you can find a recognizable voltage regulator like a 7805 and measure  its 
output - and its input - to see
if it makes sense.
