Well, this is exactly how I would expect a clock divider to work, how else
could it?
what you need is a cycling counter, like a roland sequencer, with sep outs,
not a divider..

In the short term, yes, you need a pulse delay unit. In fact, now I think
about it, a 
multiple pulse delay unit working in parallel would be more useful than a
sequencer
much of the time, if there was a variable CV out from the pulse outputs.
