My guess for the number is:

year year month month serial for that month

so 780302
is the second built in march 1978

previous numbers are

771204  (4th built in dec 77)
770502 (second in may 77)

let's say average 3 built per month starting in may 1977 til may 1978
and you get the correct count of 36~40 ps3300 total...
